Passports are issued in cooperation with the Citizen Protection Ministry and the Hellenic Policeโ€™s Passport Directorate (8 Chiou St., Kaisariani, 16121, tel: 210 7298000)

To issue a new passport, our Missions abroad take receipt of the necessary documentation, which is sent to the competent Directorate of the Ministry of the Interior.

NOTE: Older passports issued by Prefectures and our Consular Authorities abroad ceased being valid as of 1 January 2007.

In case of loss or theft, the holder of the lost passport must report the loss immediately to the nearest police or consular authority (the same holds true if the lost passport is found). The above authority carries out an investigation (which may last up to 3 months) into the circumstances under which the passport was lost or stolen. During the investigation, a new passport is not issued to the applicant unless it is deemed necessary that the applicant travel abroad to receive medical treatment.

In cases of emergency, provisional travelling documents can be issued by our Consular Missions abroad for the repatriation of Greek citizens.

Passport issuance instructions


Information you need to know before lodging an application for a new passport. Necessary documents, application forms and useful tips.

Applicants wishing to be issued a passport must apply, in person, at the Passport Office in their area of permanent residence. The applicant is required to fill out an application form and their details are electronically registered by Passport Office personnel.

The application form is printed and once the applicant proof reads and verifies the accuracy of the stated details he/she then signs the form and along with it submits the necessary supporting documents.

If, due to serious health reasons verified by a medical certificate from a public hospital, the applicant is unable to apply in person, then an employee of the Passport Office is sent to collect supporting documentation. Greek citizens, who permanently reside abroad, or are abroad for specific reasons and who find themselves in Greece for a certain period of time may, by exemption, submit supporting documents at the Hellenic Passport Office in their area of temporary residence.

Depending on whether the passport is a first issue, a renewal or a replacement passport due to loss or theft, the respective application form must be filled out. More specifically, if it is the applicantโ€™s first passport issue by the Hellenic Police (in accordance with the Law 3103/2003) the application form with the E1a code must be submitted. It must be noted that even if the applicant has an old passport issued by a Prefectural Administration-Courthouse-Consulate (in accordance with the Presidential Decree 417/93) the applicantโ€™s passport application is considered to be a new application and therefore the E1a application form must be submitted.

On the occasion that a passport has been issued in the past by the Hellenic Police (in accordance with the Law 3103/2003) which, however, has expired or is about to expire within eight (8) months from the submission of the application, the E2a application form is submitted.

In the case of the replacement of a valid passport issued by the Hellenic Police, the E3a application form is to be submitted.

Lastly, in the case of a new passport request because of theft or loss of a previous passport that had been issued by the Hellenic Police, the E4a application form is to be submitted.

In these cases of theft or loss, the areas on the application form requesting the old passport number, the expiry date and the theft/loss declaration number are completed by the Passport Office.

Apart from the application form the following supporting documents must also be submitted.

A recent passport photo, in colour, 40-60 mm in size, printed on analog photographic paper and not by inkjet or laser printers. The photo must be taken under ideal circumstances and the printing colours must be neutral. It is vital that technical specifications while taking the photo are adhered to in order to attain the best results.

A photocopy of both sides of the applicantโ€™s identity card. It is understood that the applicant will have their identity card with them. Minors under the age of 12 must submit certification that they are listed on the Registrar General of their municipality. A recent colour photograph of the minor and certification of identity must be attached.

Triplicate receipts of deposited fees verifying payment of passport fees.  From these fees a certain amount is for the public service and for the actual cost of the passport booklet. This amount is designated on the application form.

Receipt certifying payment of postal expenses for mailing of supporting documentation. This amount is designated on the application form.

In the case where the applicant is a minor, he/she must be accompanied by his/her parents or a legal guardian in order to submit all necessary supporting documentation. When both parents are guardians the physical presence of one parent and the written consent of the other, validated by the appropriate governmental authorities, will suffice. When neither parent can be present due to emergency reasons or reasons beyond their control the presence of a relative is necessary. The relative must have the relevant authorization of one parent and the written consent of the other parent whose signatures have been verified by the authorities. When parents can neither authorize a relative nor provide the written consent of the other parent, a Commissioner is appointed and the supporting documents are submitted by the persons designated in Articles 1601 and 1602 of the Civil Code. Emergency reasons, reasons beyond oneโ€™s control are defined as any sudden unexpected or unpredictable event which can in no way be avoided despite all efforts and care on the applicantโ€™s part thus rendering the applicant incapable of seeing to their own matters.

A decision appointing a Commissioner or a judicial support specialist when it comes to issuing a passport to an individual under guardianship or judicial support.

A medical certificate from a public hospital in cases where the applicant due to serious health problems is rendered incapable of submitting and lodging their application in person at the Passport Office.

Documentation which certifies the necessity of issuing a passport in cases where travelling abroad is for treatment of serious health problems, injuries, death or serious illness of a close relative and despite reasons which would otherwise prohibit the applicant from being issued a passport according to Articles 1, paragraph 2 of the Presidential Decree 25/2004.

The applicantโ€™s old passport, in the case of replacement and for the reasons as stated exclusively in Article 3, paragraph 1 of the Presidential Decree 25/2004. In such instances the reasons invoked by the applicant are checked -confirmed and the applicantโ€™s old passport is returned to them once verified photocopies of the personal details page and certified documentation proving the necessity for the passportโ€™s replacement are submitted and retained by the Passport Office. The old passport is cancelled in accordance with the conditions of Article 3, paragraph 3, Presidential Decree 25/2004.

Certificate from the authorities certifying loss or theft of passport as well as a statement of the results of the investigation conducted. This is necessary in order to issue a new replacement passport.

A medical certificate from a public hospital and any other supporting documents stating and verifying serious health reasons which render medical treatment abroad essential. In this instance the passport is priority processed and can be issued within one (1) working day from application submission.

The passport application form simultaneously acts a signed statement of truth (Law 1599/86) whereby the applicant must truthfully state (a) whether he/she has ever been convicted, prosecuted or trialed for offences as stated in instance a, paragraph 2 of Article 1, Presidential Decree 25/2004 (b) if he has been declared a draft evader or a deserter and (c) if she/he has been prohibited from leaving the country. In the same statement of truth the applicant must state his/her address and any special reasons justifying the, by exemption issuance of a passport (in accordance with Article 1, paragraph 3 of the Presidential Decree 25/2004) attaching all supporting documentation. The applicant must also state if he/she had been issued a passport in the past (according to the regulations of Law 3102/2003) which was lost, stolen and is hence requesting a replacement passport.

Consulates abroad accept supporting documentation for passport issuance to Greek citizens residing abroad or temporarily abroad due to work, studies, tourism or due to health reasons. Documentation must be submitted in person and, apart from rare exceptions, are the same as those that are submitted within Greece. The same procedure is followed except as concerns the posting of  the supporting documents and the dispatching of the new passports, carried out using diplomatic sacs via the appropriate department of the Ministry of Foreign Affairs.

Permanent overseas residence who wish to be issued a passport and do not have a Greek identity card, a photocopy of which is required to be submitted along with the application, must submit a birth certificate or certificate of civil (family) status from the municipality in which they are registered. Affixed on this certificate, given that there is a minor under the age of twelve (12), must be a photograph of the minor and validated certification of his/her identity. If, however the minor is over the age of twelve (12) the photograph and validated certificate of identity is only necessary if there is no valid Greek passport.

In the instance of a draft evader and permanent overseas resident, who is allowed to be issued a passport, exclusively in accordance with Article 54 of the Law 3421/2005, the applicant must submit, along with all other necessary supporting documentation, a certificate from the relevent military office in Greece certifying that the applicant is a draft evader.

Supporting documents

Information on the required supporting documentation to be submitted.

1.    Supporting documents necessary for adult passport issue

a.    An application form provided by the Passport Office which also acts as a Statement of Truth in which the applicant states whether he/she:

– has been convicted of forgery, counterfeiting of certificates, embezzlement of documents, false testification or false declaration, given that these offences are in respect to the issuance, use, loss or theft of a passport.
– has been prosecuted for abduction, human trade, trafficking, kidnapping, child abduction, slave trading or smuggling of illegal immigrants.
–  has been prosecuted or set to go to trial for felony or the aforementioned offences.
–  has been declared a draft-evader or deserter or overseas deserter.
–  has a pending prohibition to exist the country,
–   resides permanently at the stated address and if he/she has been issued a passport, in accordance with the provisions of the Law 3103/2003, which may have been lost, stolen or if a renewal or replacement passport is being requested.

b.    A current (month-old) colour photograph, 4×6 mm in size complying with specific technical criteria.

In cases of persons with vision problems, when the photo specifications do not fulfil (for example not focused, closed eyes, facial deformity and others), a simple certificate of registration in blind’s records, which certifies the above condition, or a medical certificate should be submitted as supporting document.

c.    Receipt of deposited fees

– Stamp deposit
โ€ข    For a 5 year expiration date passport, a 22 euro nominal value receipt +20% (Organization of Rural Insurance)= total value 26,40 euro (applicants over 14yrs of age).
โ€ข    For a 13 month expiration date passport, a 9 euro nominal value receipt+20% (ORI) = total value 10,80 euro.(For passports issued in accordance with Article 1 ยง3 P.D 25/2004 and Article 4 ยง3 P.D 25/2004 as replaced with Article 3 P.D 135/2007)
โ€ข    For a 8 month expiration date passport, a 4,5 euro nominal value receipt +20% (ORI) =total value 5,40  euro.(For cases where fingerprinting is currently unavailable)
โ€ข    For a 3 month expiration date passport, a 4,5 euro nominal value receipt + 20% (ORI) = total value 5,40 euro.(For passports issued in accordance with article 1 ยง4 case b P.D 25/2004, as replaced with Article 1 ยง 4 P.D 30/2010)

– Passport booklet Fee 53,00 euro

– Postal fees 5 euro

– Photocopy of both sides of identity card (in the case of an overseas resident who does not have a Greek identity card, the applicant must submit their birth certificate or a certificate of family status (validity last 6 months).


2.    Supporting documents in case of passport renewal or replacement.
The aforementioned (case 1) supporting documents are submitted as well as the old passport.

In case of passport replacement a Stamp fee is not submitted. Only Passport booklet Fee of 53,00 euro and Postal fees of 5 euro are necessary.

3.     Supporting documents in case of passport theft or loss.
For issuing a new passport the same supporting documentation stated in case 1 must be submitted, as well as a recent certification from the Hellenic Authorities (Police or Consulate) declaring the theft or loss and on which the results of the conducted investigation are stated.

4.    Supporting documents required for a minorโ€™s passport.
An application form is required and can be obtained from the Passport Office Information desk. The application form acts as a Statement of truth.

For an applicant under the age of thirteen (13) the legal guardian must certify the minorโ€™s stated address and if a passport has been previously issued in their name, according to the provisions of the Law 3103/2003.

An applicant over thirteen (13) years of age must state if he/she:

– has been convicted of forgery, counterfeiting of certificates, embezzlement of documents, false testification or false declaration, given that these offences are in respect to the issuance, use, loss or theft of a passport.
–  has been prosecuted or set to go to trial for the aforementioned offences.
–  has a pending prohibition to exist the country.
– resides permanently at the stated address and if a passport has been previously issued in their name, according to the provisions of the Law 3103/2003.

– Photocopy of both sides of applicantโ€™s identity card (applicants over twelve (12) years of age is mandatiry to have an identity card)
– Birth certificate or Family status certificate (issued within the last 6 months) for applicants under twelve (12) years of age who do not have an identity card.  A recent colour photo must be affixed on the certificate and must be validated by the local authorities where the applicant is enrolled.
–  A current (month-old) colour photograph, 4×6 mm in size complying with specific technical criteria.

The aforementioned supporting documents are submitted and signed by the parents and in the minorโ€™s presence who, if is over twelve (12) years old, must also sign. If only one parent is present, the written consent of the other must be submitted with their validated signature.

If, due to reasons beyond their control, parents or legal guardians cannot be present, a relative can be present with the written authorization of one parent and written consent of the other parent. Signatures have to be validated by local authorities. If parents are unable to authorize a relative, a guardian is appointed and the supporting documents are submitted as specified in Articles 1601 and 1602 of the Civil Code.

General Information.
Supporting documents submitted must be recent and issued within the last six (6) months (Article 2, par. 2, Common Ministerial Decision 3021/22/10).
The stamp fees and receipts of deposited fees can be obtained at the Public Financial Service Office and authorized tax offices.
If the municipal registrar number is not specified on the applicantโ€™s identity card this can be declared orally and completed on the passport application form.
Upon submitting all necessary documentation the applicant must have their identity card with them, for identity confirmation purposes.

Emergency Passport Issuance

Information on priority processing and acquiring an emergency passport within one (1) working day of lodging an application. Specific circumstances warrant this procedure.

A passport may be priority processed and issued, by exemption, within one (1) working day of application under the following circumstances:

โ€ข Serious personal health reasons requiring hospitalization/medical treatment abroad. In this case a medical certificate stating the specific health problem and signed by a relevent specializing doctor must be submitted as supporting documentation.  A medical certificate from a foreign hospital or clinic legitimately translated and validated certifying the need for hospitalization and medical treatment must also be submitted.  Following the same process a passport is issued to the spouse or relative (up to 2nd degree) of the patient, as well as to the doctor or nurse accompanying the patient abroad.
โ€ข    Death of a blood relative or relative through marriage (up to 2nd degree)
โ€ข    Injury or serious health reasons certified with a medical certificate from a foreign public hospital, disappearance of a relative (up to 2nd degree) of the applicant residing abroad or property damage caused by a natural disaster or other reasons beyond the applicantโ€™s control.

In cases of the priority processing of an emergency passport, applications and supporting documents may be submitted at the Passport Office located at the Pagkrati police station.

In submitting an application, the applicant must specifically state the special reasons justifying priority passport processing in the Statement of truth and attach all supporting documentation.
